What is the rule for using another players, or even an npc's, weapon in the middle of a fight, or any time I guess. Is that allowed? Do you need to have the item card on you to wield a weapon? Or is it not that big a deal, since anyone can use any weapon at FD? Thanks!

typically, its looked down upon to take an NPC's phys-rep, since they need it for future recycles. but securing a promise of "i'll get you a card for it later" is the typical thing that happens.

As far as taking other player's weapons, its kinda up to the player as to whether or not they want to let you use their phys-rep. They should fork over the card right then and there, since that's what really matters, but in practice the exchange happens after the battle. Either by returning the phys-rep or by exchanging the card.

If its not a mutual exchange, then it falls into the category of IG theft, and its best to get a marshal or staff member involved to either hold onto the phys-rep and/or get the card from the other player.

Pretty much what Obes said is legit but there are situations where in the heat of battle you might pick up a weapon with no time to get a card.

Like if a mod boss is disarmed and you pick it up to get it away from them.
Or if your weapon is broken and your friend is dying next to you but you have no time to heal them cause any enemy is near by, you may grab their weapon to fight real quick. (first I would check to make sure they are ok with you using the phys rep).
If there is ever a situation like these where there is no time for a card exchange, treat the weapon as basic iron.
